Open Education in European Libraries of Higher Education 2023

Abstract

The survey provides an overview of open education in European higher education in 2023, examining the development, roles, challenges and benefits of open education. Libraries are seen as playing a key role, despite the challenges they face, including resource constraints. The report therefore highlights the importance of cooperation within national and international networks and projects, and between organisations. The report is addressed to policy makers and practitioners in the academic world. The report has been produced by SPARC Europe, in collaboration with the European Network of Open Education Librarians (ENOEL).
